Won't Work, Can't Be Fired

Question:  How is a bad civil servant like a dummy handgun.
Answer:    Each won't work and you can't fire it.

Investigator Don Dahler learned it is very difficult to fire a bad government employee, and takes about 2 years. This is true even if they've done something inexcusable like watching pornography for hours every day or showing up to work drunk.

Furthermore, this situation is nothing new. I spent two years with FedGov in the greater DC area some decades ago, as a visiting faculty fellow on loan from my university. What CBS reports is true now was also true then.
