Question: How is a bad civil servant like a dummy handgun.CBS News reports their investigation into the difficulties involved in trying to fire Federal civil servants. Hat tips to Lucianne's.com and HotAir.com for the link.
Answer: Each won't work and you can't fire it.
Investigator Don Dahler learned it is very difficult to fire a bad government employee, and takes about 2 years. This is true even if they've done something inexcusable like watching pornography for hours every day or showing up to work drunk.
Furthermore, this situation is nothing new. I spent two years with FedGov in the greater DC area some decades ago, as a visiting faculty fellow on loan from my university. What CBS reports is true now was also true then.
I wrote at length about this problem almost a year ago in COTTonLINE, see that discussion if the topic interests you. Happily, many of the Federal employees with whom I worked in DC were bright, well-educated people who tried to do a good job.
