The New Jihadi

See this article by Fouad Ajami in The Wall Street Journal. It describes the global forces creating people like the Times Square bomber, Faisal Shahzad, and begins with a quote from Sayyid Qutb, whom Ajami calls "the intellectual godfather of Islamists":
A Muslim has no nationality except his belief.
Ajami has written a good process description but he falls short in suggesting how the West should deal with this issue, with people who agree with Qutb. How many serious terrorist incidents will it take before someone suggests another look at FDR's solution to the "Japanese conflicted allegiance problem" during WWII?
