No Surprise

I've been wondering when the issue of race would emerge in the House of Representatives Office of Congressional Ethics investigations of Charles Rangel (D-NY) and Maxine Waters (D-CA). Rangel and Waters are both members of the Congressional Black Caucus. The race issue has now surfaced in the press, see this article in the Los Angeles Times.

Here at Politico is a more elaborate treatment of the same topic, with indications as many as 8 members of the CBC have been under ethics investigation recently. Apparently some members of that caucus view these prosecutions as being racially motivated. I can think of at least two alternative explanations, how about you?
