About 35 percent of black male high-school dropouts under age 40 are now behind bars (snip) compared with an incarceration rate of 0.7 percent for the population as a whole.I had no idea the numbers were that dramatic. If 35 percent are incarcerated at any given time, almost all black male high-school dropouts will spend time behind bars at some point in their teens and twenties.
