Listed impeachable crimes in his resolution include "failing to take care that the laws be faithfully executed through signing statements or systematic policies of nonenforcement," "misusing federal agencies to advance a partisan political agenda," and "issuing executive orders or presidential memoranda that infringe upon or circumvent the constitutional powers of Congress."Passage of such legislation is extremely unlikely, but would be doggone fascinating if passed. Presidents should not be above the law they swear to faithfully execute. Obviously, the targeted windmill's name is Obama.
The resolution would also establish "intentionally lying to Congress to obtain an authorization for war" and "intentionally lying under oath to a Federal judge or grand jury" as impeachable crimes.

Don Quixote of Florida
A Florida Republican Congressman - Ted Yoho - has authored a quixotic resolution that defines what constitutes the Constitution's "high crimes and misdemeanors" standard for impeaching a President. See the story at The Hill.
