A surprising second worst on the list is Oroville, county seat of Butte County. Most county employees live elsewhere and commute to work, many from Chico which, like the song says about Santa Catalina Island, is 26 miles away.
Oroville is the place where a Union Pacific railman wisecracked the other DrC couldn't be local "because you have all your teeth." It's a sort of rural slum where the poor and shiftless congregate to access county services and welfare, visit relatives in jail, see their parole officers, cook meth, and trade lice. Its Walmart clientele resemble extras from the film Deliverance. Poor Oroville....
