It's Euphemism Time

RealClearEducation runs an article reporting research into why parents switch their children from one school to another. The researchers identified both push and pull factors. 

Push factors are things disliked about the school left behind. Among these "bullying" particularly stood out, along with stress/anxiety.

Pull factors are things particularly liked about the new school. Here, less bullying was often mentioned.

Nowhere were factors of racial composition of student body mentioned, but one has to wonder if bullying isn't often a politically correct dog whistle meaning "there are too many kids of another race, who are violent and disinterested in learning."

Few people are oblivious enough to self-identify as racists. Rejecting bullying carries no such stigma.

School switching because of bullying may often be nothing more than "white flight." As a pull factor, less bullying may equal a safer, less violent pupil demographic, one where more of the students try to excel.
