A Lifetime Limit?

An environmental extremist funded a survey of the French and learned that 41% of them favor a lifetime limit of four (4) airplane flights per person. Commenting on this draconian limit, Power Line's John Hinderaker opines, 
The fact that global warming hysterics are willing to essentially ban aviation–the industry could not survive under the draconian limit here proposed–and consign everyone to staying within driving distance of their homes, shows how demented they are. Or, perhaps, it indicates that we shouldn’t take too seriously the things people tell pollsters when they think they are virtue signaling.

I believe Hinderaker ignores the fact most Europeans may not have flown anywhere, nor even wanted to. Europe is organized such that it isn't difficult to get to most places by trains which run several times a day. 

They have beaches, islands, mountains, forests, and cities all within a reasonable distance from the nearest train depot. Driving is another option for many. I'd guess most Europeans vacation in Europe, and perhaps many have no great desire to go beyond Europe.

To my knowledge, Europe is just about the only continent-sized place where this rail accessibility exists. It is not true in North or South America, nor Asia or Africa.
