Instapundit Glenn Reynolds follows the maxim "cui bono" - which means "who benefits" - in explaining government policies regarding homelessness. He writes:
Homelessness is too lucrative a problem to solve.
Think of all the plum government jobs that can be created to 'manage' the problem. A friend of ours who recently graduated from nursing school was offered $90k a year by the VA to work with homeless veterans, she passed on that "opportunity."
